Purchase faux flowers and gray or white pom pom balls from the craft store.  Glue to the pom pom ball to the flower to represent the speck of dust in which Whoville resides. Be sure to purchase flowers that are much larger than the pom poms or very small pom poms. Purchase jungle scene setters and place a picture of Horton in the jungle.  Menu "a person's a person, no matter how small!" How about our menu? Good food is good food, no matter how small! Pigs in blanket or mini hot dogs Pizza Bites.  Try Totinos or pizza bagels.
